A paroled Tehama County murderer is still a murderer, as affirmed by a court decision. In 1987 Richard Wayne Anderson helped John Borg in the robbery and murder of 82-year-old Evelyn Minch at her home on Rio Street in Red Bluff. Borg is serving life in prison without the possibility of parole, but Anderson was granted parole in 2018 over the objections of the Tehama County District Attorney’s Office and the Minch family. Anderson then filed a petition to have his sentence overturned because of a change in state law that says accomplices should not automatically be charged with murder committed by someone else. At the final hearing on Wednesday, a judge agreed with prosecutors that Anderson played a significant role in the death of Mrs. Minch and acted with reckless indifference to human life.
